Elizabeth Wheeler

Senior Counsel, Director of Regulatory Advocacy

Elizabeth Wheeler is an attorney and policy professional with 20 years of legal experience in state government and the nonprofit sector.

Elizabeth leads CGA's state regulatory work, advocating for policies that advance clean energy development, improve the affordability and reliability of the electricity grid, and drive innovation. Elizabeth's work focuses on implementation of state energy laws, transmission siting, and integrated resource planning.

Before joining CGA, Elizabeth served as a commissioner's advisor at the Public Service of Wisconsin. In her time at the PSC, Elizabeth advised the commissioner on all areas relating to utility regulation, including construction and siting of utility-scale solar and battery storage, regional energy markets, customer protection, and rate analysis and design.

Elizabeth has also worked as a legislative drafting attorney at the Wisconsin Legislative Reference Bureau and spent nearly a decade as in-house counsel at an environmental nonprofit. Her experience includes advocacy campaign development, environmental and energy law, and the regulatory and legislative processes.

Born and raised in Wisconsin, Elizabeth holds a Bachelor of Science in Environmental Biology from Beloit College and earned her J.D. from Pace University School of Law in White Plains, New York.
